About the Project
The TAP-EDM aims to increase the capacity of Global Affairs Canada (GAC) to enable demand driven-deployments of Canadian expertise abroad on priorities related to the Feminist International Assistance Policy (FIAP) in response to expressed needs from national level institutions in ODA-eligible countries. TAP-EDM will offer a toolkit of technical assistance activities to meet expressed needs of national level institutions, which may include, but will not be limited to trainings, advisory supports, policy research, institutional development, and technical visits in a broad variety of domains.
Role and Responsibilities
Reporting to the Project Director and working closely with the two other Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM) Project Managers, the 3rd Project Manager will be principally responsible for managing a portfolio of projects that are in Latin America and Spanish speaking OECD ODA eligible countries. Working from the Gatineau Office (preferred), or virtually with regular visits to the Gatineau Office, the project manager will be responsible for developing the relationship with GAC’s Diplomatic Missions (DMs) and the National Government Entity (NGE) partners which, will be supported by Canadian Experts. The PM will function as a front-line TAP team member responsible for developing the partnership with project stakeholders that will lead to a successful Technical Assistance Initiative (TAI). The PM will be nimble and discerning in identifying the TA with the NGEs to quickly draft TAI profiles that will enable Alinea to recruit the best Canadian Expert available for the task at hand. The PM will develop relationships with traditional and non-traditional sources of Canadian expertise to eventually deploy professionals who will represent Canadian values and diversity.
The responsibilities of the Project Manager include, but are not limited to, the following:

Develop and administer processes and procedures for identifying, recruiting, deploying, monitoring Canadian experts; and for organizing technical visits to Canada.

Develop, or oversee the refinement of TA mandate terms of reference and workplans, in collaboration/consultation with the Project Director, and using ad hoc relevant expertise as necessary.

Source and contract appropriate Canadian expertise according to refined terms of reference for Technical Assistance (TA) mandates.

Maintain communication and oversight with contracted technical assistance expertise in a multitude of developing countries particularly within Latin America from the Gatineau, Qc. project office.

Maintain oversight of TAI and related contracts.

Identify and develop solutions to challenges and unforeseen events in executing the TAI as they arise.

Liaise, negotiate, and coordinate activities with, and including, participation of local consultants, interpreters, project stakeholders and partners such as national government entities and participating Canadian missions abroad.

Facilitate coordination and collaboration among project staff under his/her supervision Preparing, or working closely with the other PMs in the preparation of, initiative TORs and Workplans for fast-tracked initiatives including:

Ensuring that deployed technical experts are fully vetted for their technical competence and are given appropriate technical briefings prior to deployments.

Maintaining technical oversight on the provision of technical assistance related to gender equality.
-
Providing contributions to results tracking and progress reports at both the Project and initiative levels.

Collaborate with the Communication and Public Engagement Manager to embed communication and public engagement objectives and activities into the TA initiative terms of reference.

Collect, analyze, and synthesize technical assistance related results and ensure reporting and results-based management requirements.

Ensure gender equality, environment, governance/human rights objectives are met and integrated into each TAI terms of reference, and into project reporting.

Ensure that adequate pre-deployment training and/or briefing, including intercultural preparedness and security, is provided to contracted experts as required, in particular for TA initiatives executed in countries in fragile and conflict affected situations; and,

Ensure post-deployment debriefing with contracted Canadian experts.
Academic Qualifications and Experience
The Project Manager must have the following minimum qualifications:

Graduate degree (i.e., University Master’s degree) in a relevant discipline such as International Development, or any other social sciences discipline.

Level 4 - Advanced Professional Proficiency in Spanish and English in oral and reading and level 3 - General Professional Proficiency in writing. Advantage will be given to candidates with level 3 or higher in French, or another language.

7-10 years of experience providing professional services in the area international development project management, preferably with GAC with responsibilities such as: recruiting Canadian experts or volunteers, strategy development, tools development, training and capacity development, analysis, consultations, provision of policy advice and delivery of technical assistance in relation to gender issues, intersectional factors and inclusion, equality between men and women or women's empowerment, and integration of gender equality from an intersectional approach in projects;

Extensive knowledge of Canada’s Feminist International Assistance Policy (FIAP) and/or application of Gender Based Analysis + approach.

Proven experience in one or many FIAP action areas: Gender Equality and the Empowerment of Women and Girls; Human Dignity; Growth that Works for Everyone; Environment and Climate Action; Inclusive Governance; Peace and Security.

A team player with experience in hiring, motivating, and managing teams and/or consultants deployed overseas to achieve project objectives with the Canadian Experts they oversee.

Experience working with National Government Entities (e.g., Ministries or national public agencies) formulating policy and/or strengthening the institutional capacity of governments; and,
-
Ability to operate autonomously and effectively in multicultural and multidisciplinary settings.
