Background

Over the past 30 years, Agriteam has managed and implemented more than 350 projects and assignments in 65 countries worldwide.

Agriteam is currently hiring an experienced development professional to be deployed as GBA+ Advisor for its flagship governance project in  Ukraine, Support to Ukraine’s Reforms  in Governance.  The Gender/GBA+ Advisor will be responsible for supporting Agriteam’s field team in the successful implementation of the expert deployment project supporting government reforms with both line and central ministries, with focus on driving the overall social inclusion agenda across all pillars of the program, and within the project team.

 

Role

Reporting to both the Ukraine Field Director and the Canadian Deputy Project Manager, the GE/GBA+ Advisor has advanced qualifications in GE and GBA+ analysis and will support the needs assessment, planning and implementation of the GBA+ components of the SURGe project. S/he, in concert with the Ukrainian gender expert, will design and deliver GBA+ training to the SURGe team and Reform Initiative (RI) resources in Ukraine. S/he will oversee all project monitoring, evaluation and learning activities and, in concert with the Canada-based SURGe team, support work planning processes and reform initiatives under the purview of the project.

The GE/GBA+ Advisor will be responsible for supporting the implementation of a project level gender strategy that ensures all operational and programming activities consider, model and actively promote gender equality and gender mainstreaming as part of a set of cross-cutting themes. This may include undertaking research and/or reviewing background information to ensure that the strategy and related actions consider international best practice integrating gender equality with organizational development and governance reform work. The strategy may involve the formulation of procedural recommendations for SURGe including needs assessments, policy analysis, planning and response.

The GE/GBA+ Advisor will oversee data collection and results reporting for the project, monitoring capacity of project interventions to mainstream diversity and inclusion principles. The GBA+ advisor will support training of staff and other stakeholders, and ensure that the tools and processes are in place to meaningfully use project data as a foundation for evidence-based decision making in support of all segments of the Ukrainian public.

The GE/GBA+ Advisor requires strong people and process management skill, as well as the ability to conceptualize project process within the parameters of the Feminist International Assistance Policy of Global Affairs Canada and Canadian GBA+ methodology which constitute foundational methodological approaches of the project.

 

Job Requirements

Academic:

  • Master degree or equivalent in international development, social sciences, law/human rights law, public administration or other relevant field

Experience:

  • Five (5) or more years of experience providing assessment and analysis of gender equality within the context of multifaceted projects, preferably for Global Affairs Canada
  • Three (3) or more years’ experience in mainstreaming GBA+ within a government/public service context
  • Proven experience structuring the development of RBM tools and reporting within an RBM framework
  • Three (3) or more years of experience in designing training and capacity building programmes in accordance with Results Based Management principles (RBM) and with strong gender equality components
  • Two (2) or more years’ experience supervising professional staff in the context of a highly collaborative team;
  • Two  (2)  or  more  years  of  experience  working  with  senior  government officials and/or international organizations/donors

Additional Experience:

  • Excellent communication and presentation skills – spoken and written
  • Team player, focused on mobilizing and leveraging capacities and interests towards project outcomes
  • Demonstrated knowledge of  the Feminist International Assistance Policy

(FIAP) and providing effective support/reporting

  • Demonstrated   ability   to   work   effectively   and   tactfully   with   diverse stakeholders in a sensitive political setting

Language:

English; Ukrainian language an asset.
