Project Description:
United for Care-Sensitive Approaches (U-CARE) is a five-year project funded by Global Affairs Canada which will run from 2024 – 2029. The project is situated within the conceptual framework known as the Care Economy, and specifically addresses the issue of unpaid domestic care work and seeks to reduce the heavy, unequal, and unfair burden of unpaid care work (UCW) borne by women and adolescent girls (W&AGs) in northern Ghana. The project operates within the Canadian Feminist International Assistance Policy and supports the objectives of the Government of Ghana in meeting its commitment to the Sustainable Development Goals, especially SDG 5.4.

The Project’s Ultimate Outcome and Intermediate Outcomes are:

  • UO – Enhanced realization of women and adolescent girls’ rights to equal distribution of domestic work and reduced burden of unpaid care in Northern Ghana.
  • INO 1100 – Enhanced evidence-based, gender-responsive and care-sensitive policy and programming by government stakeholders that recognizes, responds to and redistributes the burden of unpaid care work on women and adolescent girls.
  • INO 1200 – Improved agency and decision making of women and adolescent girls to exercise their rights related to recognized and valued unpaid care work.
    About the work Alinea International is seeking a highly skilled and experienced individual to join our Project Inception team in the role of Training & Capacity Development Specialist.

The Training & Capacity Development Specialist will contribute to the elaboration of the project implementation plan (PIP) for the U-CARE project as outlined in the project logic model. The PIP is the key deliverable resulting from the Project Inception Phase and is the overarching project work plan to deliver the expected project results. The Specialist will provide knowledge, analysis and critical thinking as it pertains to training and capacity development to inform the project design and implementation across project components to achieve planned results.

All members of the Inception Team will engage in both individual and team work to elaborate the PIP. Specifically, this assignment will consist of activities including: validating original assumptions made in the proposal, reviewing and updating project design elements, gathering and analyzing contextual information, crafting strategies for implementation, identifying strategic issues and project risks, assessing the capacity of implementing partners to carry out their roles and responsibilities, defining/designing work packages and activities and identifying necessary resources for implementation. The Specialist will work closely with the other members of the Project Inception Team and will provide advice and analysis to the team on relevant and appropriate capacity development and skills building strategies, approaches and activities to deliver the project in Ghana.

The Training & Capacity Development Specialist will also perform the role of Lead Facilitator for the Inception Meeting (May 7-8) and will design and facilitate this two-day workshop for key stakeholders. The purpose of the Inception Meeting is 1) to introduce the project design to stakeholders and obtain their buy-in 2) to gather input at a high level on the project design 3) to clarify stakeholders’ respective roles and responsibilities on the project. The Specialist will work closely with the Project Team Lead and other members of the Inception Team to design and deliver the two-day workshop.

The Specialist is expected to interact with key government of Ghana officials/stakeholders, NGO partners, and Global Affairs Canada representatives in Ghana and others as part of the execution of responsibilities. This assignment requires travel to/within Ghana between April – September 2024 to carry out meetings and consultations. The potential candidate must be available for work during this timeline.

The Role
Key responsibilities and deliverables:

  • Travel to Ghana for Inception mission (approximate dates are May 1- 17)
  • Design and facilitate the project inception workshop
  • Consult with GoG representatives and partners to clarify their capacity building needs and expectations vis-à-vis U-CARE
  • Gather information as needed and analyze for updating and elaborating project design, Theory of Change and implementation/activities (PIP, output and activity matrix, context analysis)
  • Carry out capacity assessments of government units/departments and partners and document capacity gaps and needs for building capacity/training
  • Design/formulate capacity building strategies/plan, implementation approaches and define activities for implementation
  • Draft PIP sections related to this mandate

Required Qualifications:

  • Masters degree or PhD in Social Sciences, organizational development, management, education, public administration or related field
  • 10 years of work experience as a capacity development expert and trainer
  • Practical experience conducting training needs assessments and designing/delivering training plans and capacity development activities in a project setting
  • At least 5 years of work experience with gender equality and unpaid care issues
  • Strong workshop design and facilitation skills and analytical skills
  • Familiar with GAC project planning and design, especially inception phase and PIP design
  • Understanding of project management processes
  • Excellent written and English language skills
